So, being a geek, I decided just to see what other people thought of the game...I was reading a review on RPGamer.com and saw this:
Artificial intelligence controls the other two party members, but they can come under the player's direct domain by the L1 button. Moreover, inactive members can replace one of the three at any time, as in Final Fantasy X.

That's the first time I have ever heard of that before. I honestly don't think it can be done. o.o

It can't be done. They may have been meaning to mention that you can swap members in and out anytime you want outside of battle, versus needing to be at a save point or world map, but that's something that's grown common in most RPGs these days. You cannot swap party members in and out on the fly during battle in this game. :\
Thank God. I was definitely going to write myself off as one big bimbo...and since when haven't you been able to switch party members outside of battle in any RPG? haha
